Abstract

This study examines the administrative reforms during the premiership of Tun Abdullah Ahmad Badawi. The public service, the country's largest bureaucracy, is saddled with many administrative problems which prevent it from effectively carrying out national development programmes. Its structure, systems and procedures need to be improved while the attitude and mindset of the public servants ought to be changed. The main issue is why public bureaucracy in Malaysia is not as efficient as that in developed countries, and why past administrative reforms did not produce the expected results. What were the perceptions of senior public servants of the administrative reforms during Abdullah's premiership? To facilitate understanding of the complex relationships between various elements in the public service, system analysis approach was adopted in this study. The new model comprises three additional elements: Outcome, Developed Malaysia and Great Society. Based on the conceptual framework, it was hypothesised that there is a significant relationship between administrative reforms and the government delivery system, and that integrity is significantly related to the government delivery system and administrative reforms. A quantitative research approach was used to test the hypotheses using data from 450 respondents, selected randomly from among senior public servants in Putrajaya. Survey data was analysed using the Structural Equation Modelling approach with the help of AMOS version 16.0. Of the eight hypotheses tested, six were accepted and two rejected. The findings showed that only behavioural administrative reform has a significant relationship with the government delivery system while structural and procedural administrative reforms have vague and insignificant relationships with the
government delivery system. However, with integrity as a mediating variable, the significance of such relationships improved substantially. The findings proved a significant relationship exists between integrity and behavioural administrative reform, and between integrity and the government delivery system. Integrity has a strong influence on administrative reforms and government delivery system improvement efforts. This study paves the way for further research on the influence of integrity on administrative reform, and in making integrity the core thrust in human capital development in Malaysia, especially in increasing the efficiency of public servants.
