Abstract

Indonesia is a country prone to natural disaster. This fact is shown by the 130 active volcanoes spread along Indonesia which is located in the 'Pacific Ring of Fire'; four
(4) tectonic plate, namely: Asian Plate, Eurasian Plate, Ancient-Australia Plate, and Pacific Ocean Plate; surrounded by high seas and ocean with high risk of earthquake, making it vulnerable with tsunami, mountainous topography making it vulnerable to landslides/land movement; 600 of 5,590 main river causing vulnerable to floods; and 1997 El Nino causing some parts of Indonesia experiencing drought. The devastating earthquake and tsunami in 2004 had made the Government of Indonesia to realize that they have to reform their ineffective Natural Disaster Management (NDM). In period of 2004 -mid 2010, the Government of Indonesia had reformed many aspects of NDM implementation. The reformation includes many aspects, as follow: regulatory framework and policy reform, institutional aspect reform, management planning, funding aspect and mechanism, coordination and network aspect, and civil society participation. This reformation is the main focus of this study that will be analyzed in this project paper. including the implementation of Indonesian NDM in the period 2004 -mid 2010.
