Abstract

The purpose of this research is to study the level of Total Quality Management (TQM) practised among principals at secondary schools. This research adopted the characteristics of TQM based on the model of TQM in
school leadership by Murgatroyd and Morgan (1993). Some of the characteristics such as mission implementation, implemention of aim and strategy, formation of work team, focus on customers, commitment, communication and formation of culture, can also be found in the "Pekeliling
Kemajuan Pentadbiran Awam" (PKPA, 1992).
The level of TQM practice studied is based on factors such as gender, terms of service and the post held which can be categorised into three main groups which are; (a) the principal's leadership that leads to the implimention of
TQM characteristics, (b) the principal's leadership that does not contribute in implementing TQM and (c) the principal's leadership that hinders the implimentation of TQM.
This research involved 400 respondents from 13 schools in the district of Kuiim Bandar Baharu. From the number, 330 respondents returned the questionnaires to be analysed. The questionnaire contained 26 items which used five Likert Scales. The data obtained was analysed using the descriptive statistical method to determine the frequency, percentage, mean and standard deviation and also inference statistical method, which is t-test to test the hypotheses.
The findings showed that, in general, principals implemented TQM in characteristics of implimentation of mission, formation of work team, commitment and focus on customers. On the other hand, in the implimentation of aim and strategy and communication, the level of principal's practice does not make any contribution. The research also found that there is no significant difference between graduate and non-graduate teachers towards the practice of
TQM among principals. However, from the aspects of gender and post held, it was found that some characteristic showed significant differences while others do not.
