Abstract

This study was conducted to explore the perception of the staffs toward the level of skills needed by their manager in implementing his functions. The manager in this case was the Director of Valuation Department Federal Territory of Kuala Lumpur (JPPH WPKL). The correlation tested in this study was between the independent variables (five main skills of manager such as planning, organizing,
staffing, directing and controlling) with the manager's functions as the dependent variable. The perceptions were gathered through questionnaires which consisted of 8
demographic characters of respondents and 36 questions of manager's subfunctions (elements), which included planning (10 questions), organizing (7 questions), staffing (5 questions), directing (7 questions) and controlling (7
questions). Questionnaires were distributed to 94 respondents in JPPH WPKL, 78 forms were received and completed. Data was processed using SPSS Program and Microsoft Excel. Results from this study showed that the five main skills were really needed in manager's functions and the arrangement of the skills were planning, directing, controlling, organizing and staffing. Out of 36 sub-functions (elements), the findings also revealed the ten most critical elements and others could be
considered as not so critical. Based on the outcomes, some recommendations were proposed together with suggestions to improve the research in future.
