Abstract

in terms of cost and delayed schedules. This study discovered a four-year schedule delay and an increment up to Ringgit Malaysia (RM) 2.4 billion in Littoral Combat Ship (LCS) ship building project cost. Next, this study determined the contributing factors and impact of VOs on the efficiency of LCS Project Management Team (PMT). A standard operating procedures (SOPs) framework is proposed in this study to reduce VOs for ship building project management. Data were collected via semi-structured interviews held with 12 respondents from LCS PMT selected using the purposive sampling method. The data were analysed using NVIVO software. The six contributing factors to VO occurrences were project financial problems, changes in project scope by client, delay in decision-making, insufficient project drawings, low adherence to ship building project management processes, and inadequate management personnel with ship building experience. The VOs affected the efficiency of LCS PMT in terms of negative management evaluations, declining morale, poor job search, and additional workload. The eight measures that the ship building company management can deploy to reduce VOs in LCS projects are training on VO management for PMT, developing SOPs for VO management, management support, adherence to ship building project management processes, design authority support, reducing the number of ship class standard, ship building process integration, and clear understanding of LCS contract. This study adds to the body of knowledge by identifying the factors of VOs and framework to develop SOPs that lists PMT work process in ship building project management for the industry. The theory of constraints was expanded by highlighting the factor of VOs that hindered the success of PMT.
