The paddy sector plays a vital role in food provision supply to the Malaysian population. Pesticides have been a major contributor to preventing pest infestations in rice production. However, pesticides are used extensively and beyond the permitted levels. The use and abuse of pesticides in classes I and II, which have been banned by the World Health Organization (WHO) and the Malaysian Pesticide Board (LRMPM) focus of this study. The paddy farmers still do not comply with the rules and regulations. Consequently, it is important to identify issues and problems and analyze the factors affecting compliance behavior of paddy farmers with respect to the pesticides use. This study was conducted based on 645 respondents involved in paddy cultivation in North
Peninsular Malaysia. The data was analyzed using the Multiple Regression Model (OLS) and the Logit Regression Model based on the Theory Planned Behavior (TPB). The results of this study showed that compliance intention, health status, farm status, training, relationship with agency, attitudes, subjective norm, perceived behavioral control, moral obligations, self-identity, yield expectation and loss expectation are statistically significant in explaining compliance behavior. The study found that noncompliance behavior compliance is also caused by past pest attack which required the use of banned pesticides. This research also looked at the commitment from the
agencies and government in order to help addressing the compliance behavior through appropriate alternative provisions that will prevent paddy farmers from using banned pesticides besides having the enforcement of rules and regulations. Thus, the finding of this study contributes to knowledge and fills the research gap on the compliance behavior of paddy farmers. In addition, the findings are important to enhance the
understanding of compliance behavior in the paddy sector using the TPB.
