Abstract

This study investigated the effectiveness of adopting modern technologies such as artificial intelligence, modern geographic information systems, the internet of things, and drones in managing flood disasters in the United Arab Emirates between 2018 and 2023, focusing on how these tools enhance prediction accuracy, operational efficiency, and institutional coordination. The study employed qualitative research design using in-depth interviews with key stakeholders. Data was thematically analyzed and coded using NVivo to identify major themes and sub-themes. The findings revealed that the integration of modern technologies adopted has significantly improved early warning systems, risk mapping, and decision-making processes. However, several institutional, technical, and social challenges were identified, including limited financial resources, fragmented systems, varying institutional capacities, and low community awareness. The study further highlights the importance of enhancing inter-agency coordination through joint operations rooms, unified digital platforms, and collaborative training programs. This research contributes theoretically by framing digital transformation as a strategic pillar in disaster governance and practically by providing actionable recommendations for UAE institutions to strengthen their adaptive capacity and readiness to face increasing climate-related risks. Future directions emphasize the need for sustainable policies, robust digital infrastructure, innovation-driven solutions, and secure data networks to ensure resilience and continuity in disaster management.
