Abstract

Zakah is an important element in society because social problems can be solved via zakah. Zakah obligation have meaning that implied that sometimes difficult to be understood by human that weak just like us. However meaning denotation has got we see and sense because Allah s.w.t do not commit or order something that futile to His slave. The effectiveness of zakah distribution on asnaf issue were not a new issue in fact this issue often mooted by society since long ago. This issue became more heated when people find zakah collection growing every year, but the effect of the distribution of charity is not visible impact in our country Malaysia. This study only focused on issues related to the effectiveness of zakah distribution on asnaf in Pulau Pinang state alone and does not involve other state in Malaysia. The objective of this study was undertaken to study and identify the elements that can measure the effectiveness of zakah distribution to asnaf, to examine factors that may influence the effectiveness and failure of zakah distribution to asnaf and to examine and identify ways to make the distribution of zakah more effective to the asnaf. This study use quantitative data approach which study data collection obtained through questionnaire survey . The findings show, generally zakah distribution that executed by Pusat Urus Zakat Pulau Pinang were effective. However, through informal interviews conducted by the researchers found that the majority asnaf involved are not satisfied with the method of distribution of zakah and the amount of salary given to them. This shows that in fact, the distribution of charity that have been implemented are not effective.
