Abstract

Talent management and succession planning are essential for achieving organizational excellence in the public sector. Employee well-being plays a significant mediating role in ensuring a sustainable workforce, particularly in dynamic work environments. Talent management and succession planning among employees are vital for organizational excellence in most countries, including the United Arab Emirates (UAE). In UAE, The Federal Authority for Government Human Resources (FAHR) plays a key role in this process. It must take a more proactive approach in retaining top talent and ensuring leadership continuity. However, many public sector organizations lack structured frameworks that integrate talent management, succession planning, and employee well-being, which affects long-term institutional effectiveness. This study investigates the impact of talent management and succession planning on organizational excellence, with a particular focus on the mediating role of employee well-being in the UAE public sector. A quantitative research approach was used, employing a survey-based methodology to collect data from employees in FAHR. A structured questionnaire was distributed, and Partial Least Squares Structural Equation Modeling (PLS-SEM) was used for data analysis. The findings revealed that talent management and succession planning positively influence organizational excellence. Additionally, employee well-being serves as a significant mediator, strengthening the relationship between talent management, succession planning and organizational excellence. The study recommends the implementation of structured talent management and succession planning frameworks to ensure that employee well-being remains a key priority, which contribute to organizational excellence. Furthermore, organizations should invest in talent management and retention as well as develop well-being policies to sustain long-term institutional excellence. Future research should explore the role of digital transformation in talent management and succession planning, particularly in the context of artificial intelligence-driven human resource analytics and workforce planning systems. This study significantly contributes to the literature on public sector human resource management, offering a roadmap for UAE government institutions to achieve excellence through strategic workforce planning
