Abstract

The halal industry plays an important role in the economic development country. However, halal certification is one of the issues in Malaysia since its compliance to fulfill halal certificate standards among Bumiputera SMEs is still low. In fact, SME
entrepreneurs will suffer losses of up to 60% if the products they produce do not have halal certificates.This situation may be due to low rate of compliance behavior among bumiputera SMEs. Therefore, this study was conducted to identify the factors that influence halal certificate compliance behaviors among FAMA‟s Bumiputera SMEs. This study used the theory of planned behavior as the underlying theory in determining Malaysia's halal certification compliance behavior. In general, there were three objectives in this study. The first objective was to identify the relationship between attitude, social influence, awareness, knowledge, akidah, ibadah and akhlak on halal certificate compliance intentions. The second objective was to determine the mediating effect of attitudes and awareness on social influence towards compliance intention. The third objective which was to determine the relationship between
intentions on Malaysian‟s halal certificate compliance behavior. In order to achieve these objectives, the data were obtained from 400 selected respondents through by questionnaire was used for survey data. After acquiring the data, data analysis was conducted using PLS-SEM. The results of this study indicated that attitude, social influnce, awareness and ibadah have significant and positive relationship on compliance intention. Meanwhile, attitudes and awareness as a mediator affect in this study. Further, intentions influence compliance behavior positively and significantly. This research indicated that religious factors (akidah, ibadah and akhlak) and mediator factors (attitudes and awareness) between social influence and
behavioral intentions affect the halal certificate compliance behaviors.
