Abstract

The purpose of this study is to determine the development of Indonesian Hajj fund management agencies and management as well as to analyze the internal and external challenges of the Hajj Fund Management Agency (BPKH) as a responsible institution for managing, developing and investing Indonesian Muslim Hajj funds. The issues to be considered in this thesis are social and dynamic issues. Here, the researcher choosed to use qualitative methods to collect, process and analyze research data by collecting data obtained from in-depth interview, official document and other secunder data. The result of this study indicated that BPKH still needs to convince the public and more transparent about the receipt, use and management of pilgrimage funds, and the investment of these funds in any sector or area, with the aim of building public confidence in BPKH. Other than that, BPKH should also explain the rules, regulations and legal frame work of each activity or investment. The government, BPKH, and all agencies involved in the implementation and management of Hajj must cooperate to maximize the service within the hajj organization for the benefit of Indonesian pilgrims. However, the whole process of organizing Indonesian Hajj pilgrimage from year to year increasingly shows significant changes.
