Abstract
Each Indonesian President's leadership has different characteristics and achievements. Likewise, with President Joko Widodo, the former Mayor of Solo and former Governor of Jakarta is seen to have character and leadership known for his good personality, able to solve problems, good communicator, great in planning, organization, and making wise decisions. Despite the positive view of academics towards Jokowi's administration, there are also problems that lead to a negative perspective on Joko Widodo's administration between 2014-2019. The question that arises is about Jokowi's ability to overcome the big problems left by President Soeharto in 1998 and the previous Presidents, especially the economic development that has brought down Indonesia. The economic stagnation of Indonesia after President Soeharto has shackled and given a big impact to the government of Indonesian Presidents such as B.J Habibie (1999-2001), Abdul Rahman Wahid (Gus Dur) (1999-2001), Megawati Soekarno Putri (2001-2004) and Susilo Bambang Yudhoyono Yudhoyono(2004-2014). But the question that arises is about the effectiveness and impact of Joko Widodo's government (2014-2019) on the development of Indonesia by facing the same problems faced by the Indonesian president before. President Jokowi who served on October 20, 2014 until 2019 is the First Phase or First Term of the President and is currently administering for the Second Term of the President 2019-2024. However, the effectiveness and success of Indonesia's development in the First Phase of 2014-2019 did not get coverage and research, whereas Indonesia has recorded several successes, especially in economic development. In addition, the impact and shackles of the post-Soeharto economic slowdown have become a major obstacle for Jokowi, therefore questions also arise regarding the priority of areas and aspects that are Jokowi's priority in bringing progress and the effectiveness of Indonesia's development. Therefore, this study examines the problems and effectiveness of President Jokowi's government since he was elected in the Indonesian Elections (PEMILU) in 2014 for the First Phase of 2014-2019. This study uses qualitative research methods used to obtain primary and secondary data. These data are obtained from interview sessions and official data of the Indonesian government, especially the text of the President's speech which is filtered and checked using the tribulation method. This study found that among the problems and issues faced by Jokowi in the period 2014-2019, among them is the issue of police conflict with the KPK, the corruption case of the speaker of the DPR, the issue of failed cabinet ministers. the end of oil subsidies, the problem of poverty, the problem of the most corrupt PDI-P party, the criticism of former President Susilo Bambang Yudhoyono, the people's criticism of Jokowi, Jokowi's popularity declining.
